طراحی الگوی فرهنگ سازمانی شایسته در شهرداری شهرستان قدس

هدف این پژوهش طراحی الگوی فرهنگ سازمانی شایسته در شهرداری شهرستان قدس، با توجه به تحولات سریع دنیای کار در قرن بیستویکم و نیاز به انطباق فرهنگ سازمانی با این تغییرات است. این مطالعه از نوع کیفی بوده و از روش تحلیل مضمون استفاده شده است. دادهها از طریق مصاحبه با ۲۰ نفر از خبرگان و کارکنان شهرداری شهرستان قدس گردآوری شد. پس از کدگذاری و تحلیل دادهها، مؤلفهها و ابعاد الگوی فرهنگ سازمانی شایسته استخراج شدند. نتایج نشان داد که الگوی طراحیشده دارای نه بُعد اصلی است: مشتریمحوری، عدالت و اخلاق حرفهای، توانمندی و فرهنگ دانشمحور، مشارکت و همکاری، رهبری عاطفی و اعتمادساز، کیفیتمحوری و بهبود مستمر، تعلق و وفاداری سازمانی، توسعه استراتژیک و عضویت، و درگیر شدن در کار. مؤلفههایی نظیر توجه به نظرات مشتریان، عدالت توزیعی و رویهای، اخلاق حرفهای، توسعه قابلیتهای کارکنان، و فضای فرهنگی مشارکتی برای دستیابی به فرهنگ شایسته ضروری هستند. با شناسایی ابعاد و مؤلفههای کلیدی، مشخص شد که فرهنگ سازمانی تحت تأثیر عوامل درونی (ساختار، منابع انسانی، دانش) و بیرونی (تحولات سیاسی، اجتماعی و تکنولوژیک) قرار دارد. طراحی این الگو میتواند زمینهساز ارتقاء انسجام، رضایت کارکنان، و افزایش بهرهوری در سازمانهای شهری مشابه باشد.
