In the current complex conditions, where the national economy faces challenges arising from sanctions and international fluctuations, the judiciary, as a key governance institution, can play a decisive role in realizing the objectives of the resistance economy by adopting effective policies. Therefore, the present study was conducted with the aim of presenting and validating a model for implementing the policies of the resistance economy in the judiciary. The research method, in terms of data type, is quantitative with an exploratory nature, and in terms of purpose, it is applied research. The participants consisted of 14 experts, including professors and specialists in policymaking for the resistance economy within the judiciary, who were selected using purposive non-probability sampling. The qualitative reliability of the study was assessed using the test–retest method. The analysis method was carried out in several successive stages. In the first stage, in order to identify the components of the model, a qualitative method and semi-structured interviews were conducted, analyzed through thematic analysis using MAXQDA 2020 software. Ultimately, the findings of the qualitative section identified ten organizing themes: governance, design and implementation processes, sustainability, economic dynamism and flexibility, knowledge-based economy, empowerment, cooperation and participation, barriers, intelligent outward orientation, and endogenous economy. The findings indicate that the proposed model can significantly enhance the judiciary’s efficiency under sanction conditions. Finally, this study presents a localized model that can be generalized to other governance institutions for strengthening the resistance economy.
