شناسایی عوامل عدم نخبهگزینی در سازمانهای دولتی با استفاده از مدل سهشاخگی

هدف این پژوهش شناسایی و تبیین جامع عوامل ساختاری، رفتاری و زمینهای مؤثر بر شکست نظام نخبهگزینی در سازمانهای دولتی با بهرهگیری از مدل سهشاخگی است. این پژوهش از نظر هدف کاربردی و از نظر روششناسی کیفی است که در دو مرحله مطالعات اسنادی و مصاحبه نیمهساختاریافته انجام شد. جامعه پژوهش شامل خبرگان دانشگاهی حوزه مدیریت و مدیران اجرایی پنج سازمان دولتی استان فارس بود که با روش نمونهگیری هدفمند و تا رسیدن به اشباع نظری، ۱۸ نفر انتخاب شدند. ابزار گردآوری دادهها شامل بررسی اسناد علمی و پروتکل مصاحبه مشتمل بر هفت سؤال اصلی و چهارده سؤال فرعی بود. دادهها پس از پیادهسازی کامل، با استفاده از روش تحلیل مضمون براون و کلارک تحلیل شدند و روایی و پایایی از طریق نظر متخصصان و توافق سه کدگذار تأیید گردید. نتایج نشان داد شکست نخبهگزینی در سازمانهای دولتی حاصل تعامل پیچیده سه خوشه اصلی عوامل است: در بعد ساختاری ناکارآمدی نظام استخدام، ضعف شایستهسالاری، نقص نظام ارزیابی، تمرکزگرایی تصمیمگیری و فرایندهای سنتی جذب؛ در بعد رفتاری ترجیح روابط شخصی، ترس مدیران نخبهگریز، بیاعتمادی سازمانی، نگرشهای ضدنخبگی و مقاومت در برابر تغییر؛ و در بعد زمینهای فشارهای سیاسی، نفوذ گروههای ذینفوذ، ضعف حمایت حکمرانی، فرهنگ عمومی ضدنخبه و مهاجرت نخبگان شناسایی شد که در تعامل با یکدیگر چرخه مزمن طرد نخبگان را بازتولید میکنند. مدل سهشاخگی ارائهشده نشان میدهد اصلاح نخبهگزینی نیازمند مداخلات همزمان ساختاری، رفتاری و نهادی است و هرگونه اصلاح تکبُعدی فاقد اثربخشی پایدار خواهد بود.
