طراحی الگوی گذار از موانع شیشه‌ای با رویکرد توسعه مسیر شغلی مدیران زن در سازمان‌های دولتی ایران

چکیده

هدف پژوهش حاضر، طراحی و تبیین الگویی بومی و کاربردی برای گذار از موانع شیشه‌ای با تأکید بر توسعه مسیر شغلی مدیران زن در سازمان‌های دولتی ایران بود. این پژوهش از نظر هدف کاربردی و از نظر رویکرد، کیفی بود و با استفاده از روش تحلیل مضمون انجام شد. جامعه پژوهش را مدیران زن شاغل در سطوح میانی و عالی سازمان‌های دولتی ایران دارای تجربه و شناخت کافی از موانع شیشه‌ای و توسعه مسیر شغلی تشکیل دادند. مشارکت‌کنندگان با روش نمونه‌گیری هدفمند و سپس گلوله‌برفی انتخاب شدند و در مجموع 17 نفر در پژوهش مشارکت کردند. اشباع نظری در مصاحبه پانزدهم حاصل شد و دو مصاحبه تکمیلی نیز انجام گرفت. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته 45 تا 70 دقیقه‌ای گردآوری و بر اساس فرایند تحلیل مضمون براون و کلارک، با کمک نرم‌افزار MAXQDA تحلیل شدند. برای تقویت اعتبار یافته‌ها از بازبینی مشارکت‌کنندگان، بررسی خبرگان و کدگذاری مجدد استفاده شد و توافق کدگذاری 88 درصد به دست آمد. تحلیل داده‌ها نشان داد الگوی گذار از موانع شیشه‌ای در توسعه مسیر شغلی مدیران زن از پنج مضمون فراگیر تشکیل شده است: ارتقای شایستگی حرفه‌ای و تخصصی، شبکه‌سازی و حمایت حرفه‌ای، کنترل سوگیری‌های ساختاری در تصمیم‌گیری‌ها، تدوین خط‌مشی‌های شفاف و تعریف جایگاه در مسیر شغلی زنان. این مضامین در مجموع 21 مضمون سازمان‌دهنده را دربرگرفتند. یافته‌ها نشان داد عبور از موانع شیشه‌ای صرفاً از طریق افزایش توانمندی‌های فردی امکان‌پذیر نیست، بلکه مستلزم تلفیق توسعه شایستگی‌ها، حمایت و منتورینگ حرفه‌ای، کاهش سوگیری‌های نهادی، شفافیت در معیارهای ارتقا، عدالت رویه‌ای، انعطاف‌پذیری کاری و ارزیابی عملکرد مبتنی بر نتایج است. الگوی حاصل نشان می‌دهد گذار پایدار از موانع شیشه‌ای مستلزم رویکردی چندسطحی است که هم‌زمان توانمندسازی فردی مدیران زن و اصلاح ساختارها، خط‌مشی‌ها و فرایندهای سازمانی را دنبال کند. به‌کارگیری این چارچوب می‌تواند شفافیت مسیر پیشرفت شغلی، دسترسی زنان به فرصت‌های مدیریتی و مشارکت آنان در سطوح تصمیم‌گیری سازمان‌های دولتی را تقویت کند.
