آسیبشناسی آنومی سازمانی و پیامدهای آن بر شاخصهای حکمرانی خوب شهری: مطالعه موردی شهرداری زاهدان

هدف پژوهش حاضر، آسیبشناسی آنومی سازمانی و تبیین نقش آن بهعنوان سازوکار رفتاری واسط در انتقال اثر عوامل محیطی-زمینهای، سازمانی و گروهی-ساختاری بر حکمرانی خوب شهری در شهرداری زاهدان بود. پژوهش از نظر هدف کاربردی و از نظر رویکرد، آمیخته با طرح چندمرحلهای اکتشافی-تبیینی بود. در بخش کیفی، ابتدا با فراترکیب ۵۹ مطالعه داخلی و خارجی، مؤلفههای وضعیت مطلوب حکمرانی خوب شهری استخراج شد و سپس ۱۹ مصاحبه نیمهساختاریافته با مدیران، کارشناسان ارشد و خبرگان انجام و با تحلیل مضمون بررسی گردید. در بخش کمی، ۲۱۰ نفر از کارکنان رسمی و قراردادی شهرداری زاهدان با پرسشنامه محققساخته مبتنی بر طیف لیکرت پنجدرجهای بررسی شدند. روایی و پایایی ابزار با آلفای کرونباخ، پایایی ترکیبی، AVE و HTMT ارزیابی شد. برای آزمون مدل مفهومی از مدلسازی معادلات ساختاری مبتنی بر حداقل مربعات جزئی در SmartPLS 4 و بوتاسترپ با ۵۰۰۰ بازنمونه استفاده شد. عوامل محیطی-زمینهای (beta=0.29, p<0.001)، سازمانی (beta=0.34, p<0.001) و گروهی-ساختاری (beta=0.27, p<0.001) اثر مثبت و معناداری بر آنومی فردی-رفتاری داشتند. آنومی فردی-رفتاری نیز اثر منفی و معناداری بر حکمرانی خوب شهری نشان داد (beta=-0.41, p<0.001). اثر مستقیم عوامل سازمانی بر حکمرانی خوب معنادار بود (beta=-0.12, p=0.033)، اما اثر مستقیم عوامل محیطی و گروهی معنادار نبود. مقدار (R^2) برای آنومی فردی-رفتاری 0.52 و برای حکمرانی خوب 0.306 و مقدار (Q^2) بهترتیب 0.30 و 0.21 بود. اثرات غیرمستقیم عوامل محیطی (beta=-0.12)، سازمانی (beta=-0.14) و گروهی (beta=-0.11) از مسیر آنومی معنادار بود (p<0.001). میانجیگری برای عوامل محیطی و گروهی تقریباً کامل و برای عوامل سازمانی جزئی بود. آنومی فردی-رفتاری، سازوکار اصلی تبدیل محدودیتهای چندسطحی سازمان به افت حکمرانی خوب شهری است. بنابراین، اصلاح حکمرانی در شهرداری زاهدان مستلزم مداخلات همزمان در سطوح محیطی، سازمانی و گروهی، همراه با کاهش رفتارهای آنومیک، تقویت مسئولیتپذیری، شفافیت، ارزیابی عملکرد و هماهنگی نهادی است.
