Designing an Organizational Attractiveness Model in the Iranian Public Sector Based on a Qualitative Approach

This study aimed to develop an indigenous model of organizational attractiveness in the Iranian public sector by identifying context-specific dimensions, components, and indicators. This qualitative exploratory study was conducted using content analysis. The research population consisted of public administration experts who held at least the academic rank of associate professor and had relevant scholarly, managerial, or executive experience in public-sector organizations. Participants were selected through snowball sampling, and semi-structured interviews continued until theoretical saturation was reached with 15 experts. The interview data were coded and organized into open, axial, and selective codes. Content and face validity were used to assess the interview protocol, and Cohen’s kappa coefficient was applied to evaluate the reliability and agreement of the coding process. The analytical findings indicated that the organizational attractiveness model for the Iranian public sector consisted of 4 main dimensions, 17 axial components, and 74 open codes. The four extracted dimensions were the economic-livelihood dimension, the professional-structural development dimension, the psychological-value dimension, and the institutional credibility and procedural transparency dimension. Cohen’s kappa coefficient was 0.870 with a significance level of 0.0001, indicating valid agreement and acceptable reliability in the coding process. Organizational attractiveness in the Iranian public sector is a multidimensional construct that should be strengthened through a balanced integration of livelihood security, professional development, value-based meaning, procedural justice, supervisory support, and institutional integrity.
