Designing a Network Governance Model in the Ministry of Cooperatives, Labor, and Social Welfare

The present study was conducted with the aim of designing a network governance model in the Ministry of Cooperatives, Labor, and Social Welfare. The participants in this research were managers from the Ministry of Cooperatives, Labor, and Social Welfare. Sampling was conducted with the participation of 20 experts and specialists. The data collection instrument in the field section was a semi-structured interview, which continued with the participants until the point of theoretical saturation. Thematic analysis based on the Attride-Stirling framework was used for the analysis of qualitative data. To assess reliability, Holsti's coefficient, Scott’s Pi, Cohen's Kappa Index, and Krippendorff's Alpha were employed and confirmed. ATLAS.ti software was used in the thematic analysis phase. The results of the factor analysis show that among the initial 63 themes, 63 core themes were identifiable, leading to the emergence of eight overarching thematic categories. According to the thematic analysis, the eight second-level core themes identified include multi-level stakeholder participation, co-creation and active participation, transparency and accountability-based governance, organizational agility and flexibility, focus on innovation and organizational learning, participative leadership and capacity development, use of modern technologies, and emphasis on justice and sustainable development. Overall, designing a network governance model in the Ministry of Cooperatives, Labor, and Social Welfare based on thematic analysis techniques can lead to the establishment of an efficient and dynamic governance structure within this ministry. This model, with its emphasis on stakeholder participation, transparency, innovation, organizational agility, and social justice, can enhance the ministry’s performance in delivering social services, creating employment, and supporting various social groups, ultimately contributing to the achievement of the country’s macro-level goals in the domains of social and economic welfare.
