Abstract

This study aimed to design and validate a model of the antecedents and outcomes of nudge management in the National Iranian Gas Company. An exploratory mixed-methods design was employed; the study was developmental-applied in purpose and cross-sectional and survey-based in data collection. In the qualitative phase, 19 university academics, senior gas-company managers, and organizational-behavior experts were purposively selected until theoretical saturation. The quantitative population comprised 2,865 managers and experts of the National Iranian Gas Company in Kerman, Bandar Abbas, Tehran, Mashhad, and Kermanshah; 327 participants were included in the exploratory phase and 191 in model validation through two-stage cluster sampling. Data were collected using documents, expert interviews, and questionnaires and analyzed through thematic analysis, fuzzy Delphi, Interpretive Structural Modeling (ISM), MICMAC, DEMATEL, factor analysis, and structural equation modeling using NVivo 11, SPSS 27, SmartPLS 3.3, and Excel 2019. Inferential analyses demonstrated a four-level structural model. Employees’ cognitive and behavioral maturity emerged as the principal causal and driving factor, with the highest DEMATEL R−D (1.018) and R+D (4.159) values, whereas reduction of behavioral biases was the most dependent factor. All construct-to-model relationships were statistically significant (p<0.001), with path coefficients ranging from 0.819 for employees’ cognitive and behavioral maturity to 0.916 for alignment of nudges with organizational goals. The model demonstrated acceptable fit (SRMR=0.073), while Q² and HTMT indices supported predictive relevance and discriminant validity. Reduction of behavioral biases, enhancement of behavioral resilience in critical situations, and alignment of nudges with organizational goals explained 89%, 86%, and 84% of the model, respectively. Effective nudge management in the National Iranian Gas Company depends primarily on strengthening employees’ cognitive and behavioral maturity alongside supportive organizational conditions. Addressing these driving factors can reduce behavioral biases, improve resilience, increase policy acceptance, and enhance operational productivity, providing a valid framework for behavioral interventions in large public organizations.
