Organizational Anomie and Its Consequences for Good Urban Governance Indicators: A Case Study of Zahedan Municipality

This study aimed to diagnose organizational anomie and explain its role as a behavioral mediating mechanism through which environmental-contextual, organizational, and group-structural factors influence good urban governance in Zahedan Municipality. This applied study employed a multi-stage exploratory-explanatory mixed-methods design. In the qualitative phase, a meta-synthesis of 59 national and international studies was conducted to identify the components of the desirable state of good urban governance, followed by 19 semi-structured interviews with managers, senior experts, and specialists, which were analyzed using thematic analysis. In the quantitative phase, 210 official and contract employees of Zahedan Municipality completed a researcher-developed five-point Likert-scale questionnaire. Instrument reliability and validity were assessed using Cronbach’s alpha, composite reliability, average variance extracted, and the heterotrait-monotrait ratio. Partial least squares structural equation modeling was performed in SmartPLS 4, with 5,000 bootstrap resamples used to test the hypothesized structural and mediation effects. Environmental-contextual (beta=0.29, p<0.001), organizational (beta=0.34, p<0.001), and group-structural factors (beta=0.27, p<0.001) had significant positive effects on individual-behavioral anomie. Individual-behavioral anomie exerted a significant negative effect on good urban governance (beta=-0.41, p<0.001). The direct effect of organizational factors on good governance was significant (beta=-0.12, p=0.033), whereas the direct effects of environmental and group factors were nonsignificant. The (R^2) values were 0.52 for individual-behavioral anomie and 0.306 for good governance, while the corresponding (Q^2) values were 0.30 and 0.21. Significant indirect effects were observed for environmental (beta=-0.12), organizational (beta=-0.14), and group factors (beta=-0.11) through individual-behavioral anomie (p<0.001). Mediation was nearly complete for environmental and group factors and partial for organizational factors. Individual-behavioral anomie constitutes a central mechanism through which multilevel organizational constraints are translated into deterioration in good urban governance. Improving governance in Zahedan Municipality therefore requires coordinated interventions at environmental, organizational, and group levels, together with measures aimed at reducing anomic behaviors and strengthening accountability, transparency, performance appraisal, and institutional coordination.
