Abstract

This study aims to design and empirically test a comprehensive model explaining the antecedents and consequences of green governance in Kerman Municipality. This applied study employed a descriptive–survey design with a quantitative approach. In the initial phase, a systematic review of relevant literature and documents was conducted to develop the conceptual framework. In the quantitative phase, the population comprised managers and employees of Kerman Municipality, from whom data were collected using stratified random sampling and a researcher-developed questionnaire based on a five-point Likert scale. Validity and reliability of the instrument were confirmed. Data analysis was performed using partial least squares structural equation modeling. The results indicated that organizational antecedents have a strong and positive effect on green governance, while external antecedents also exert a significant positive influence. Green governance showed statistically significant effects on organizational, environmental, and socio-economic outcomes, with the strongest effect observed for environmental outcomes. The structural model demonstrated acceptable fit and high explanatory power for the endogenous constructs. Green governance in Kerman Municipality is primarily driven by internal organizational capacities supported by external institutional and social factors, and it serves as an effective mechanism for improving environmental performance, organizational effectiveness, and socio-economic well-being.
