Designing a Labor Relations Model Based on Talent Attraction in the Islamic Republic of Iran Broadcasting (IRIB)

Abstract

This study aimed to design and validate a comprehensive labor relations model based on talent attraction in the IRIB organization. The research was applied in purpose and conducted through a sequential exploratory mixed-methods design. In the qualitative phase, thematic analysis was performed on interviews with 20 academic and organizational experts using MaxQDA-V18. In the quantitative phase, 254 IRIB employees were selected through stratified random sampling. Data were collected via a researcher-made questionnaire and analyzed using SPSS-V27 and SmartPLS-V3. Thematic analysis identified three core dimensions in the proposed model: organizational, individual, and environmental. The organizational dimension included subcomponents such as organizational culture, branding, training and development, intra-organizational relations, and organizational structure. The individual dimension consisted of career advancement opportunities, motivation, personality traits, and work–life balance, while the environmental dimension encompassed communication with clients, inter-organizational relations, and interaction with government bodies. Confirmatory factor analysis indicated strong model fit (GOF = 0.547; NFI = 0.958; Q² = 0.298), and all factor loadings were significant at the 99% confidence level. The validated three-dimensional model offers a context-specific framework to enhance labor relations and talent management within the IRIB. By integrating cultural, structural, and motivational elements, it provides actionable strategies for improving job satisfaction, reducing turnover, and strengthening organizational performance and innovation.
