Design and Validation of the Operational Governance Model in the Social Security Organization

Abstract

Operational governance, as one of the modern management approaches, plays an important role in improving the effectiveness, efficiency, transparency, accountability and quality of service provision in public organizations. The Social Security Organization, as the largest insurance institution in the country, is increasingly in need of a coherent system to guide and manage its operations, given the breadth of its duties, diversity of stakeholders, complexity of processes and resource limitations. Therefore, the present study was conducted with the aim of designing an operational governance model in the Social Security Organization. The present research method is based on a mixed approach and is qualitative and quantitative in the inductive-deductive paradigm. In the qualitative part of the research, using semi-structured interviews with 18 organizational and academic experts in management and governance, the findings were analyzed and the present model was designed. Accordingly, by analyzing the content of the interviews and research using the Maxqda 2020 software, the relevant dimensions were extracted. The statistical population is the quantitative section of middle and senior managers of the Social Security Organization, which was used to validate the research model. Based on the research approach, 16 aspects, 42 components, and 131 codes were extracted. Trustees should gain a detailed understanding and awareness of the antecedents, strategies, and consequences of the operational governance components in the Social Security Organization. In this study, the validity of the operational governance model in the Social Security Organization was measured and confirmed in the form of 42 components using partial least squares and Smart PLS software. Since a comprehensive model for operational governance in the Social Security Organization has not been presented so far, this study can be useful in developing the literature in the field of research and explaining the importance of recognizing the mentoring of managers.
