Investigating the Relationship Between Accountability, Result-Oriented Governance, and Sustainable Development in Qeshm Island

This study aims to investigate the relationship between two key components of good governance—accountability and result-orientation—and the realization of sustainable development in Qeshm Island. This research is descriptive-applied in nature and follows a quantitative approach. The statistical population included government and local officials, elites, and citizens of Qeshm Island. Using Cochran’s formula, a stratified sample of 384 individuals was selected. Data were collected using the standardized Good Governance Questionnaire developed by Moghimi and Ramazan (2011), comprising 35 items across six main dimensions, scored on a five-point Likert scale. Data analysis was conducted in SPSS through descriptive statistics, Pearson correlation, and multiple linear regression. The results showed a positive and significant correlation between accountability and sustainable development (r=0.680, p=0.001), and between result-orientation and sustainable development (r=0.680, p=0.001). However, the multiple regression analysis indicated that only result-orientation had a significant predictive effect on sustainable development (B=0.50, p<0.001), whereas accountability did not show a significant independent effect (p=0.135). The findings suggest that in the unique context of Qeshm Island, result-orientation as a core element of good governance plays a significant role in promoting sustainable development. Although accountability correlates with sustainable development, it does not have a significant independent effect in the regression model. These results highlight the importance of strengthening outcome-based mechanisms in local policy-making.
