شناسایی ابعاد آمادگی سازمان‌های بهداشتی دولتی برای پذیرش سیستم‌های تصمیم‌گیری مبتنی بر هوش مصنوعی با تأکید بر ابعاد حکمرانی، داده و نیروی انسانی

چکیده

پژوهش حاضر با هدف شناسایی و تبیین ابعاد و مؤلفه‌های اصلی آمادگی سازمان‌های بهداشتی دولتی برای پذیرش سیستم‌های تصمیم‌گیری مبتنی بر هوش مصنوعی، با تمرکز بر سه حوزه حکمرانی، داده و نیروی انسانی انجام شد. این پژوهش از نظر هدف کاربردی و از نظر رویکرد، کیفی و مبتنی بر تحلیل مضمون بود. داده‌های پژوهش از طریق مرور منابع علمی، گزارش‌های رسمی، اسناد سیاستی و سازمانی مرتبط با هوش مصنوعی و نظام سلامت گردآوری شد. منابع منتشرشده طی سال‌های 2018 تا 2025 از پایگاه‌های علمی داخلی و بین‌المللی با استفاده از کلیدواژه‌هایی نظیر آمادگی سازمانی، هوش مصنوعی، حکمرانی داده، نیروی انسانی و سیستم‌های تصمیم‌گیری جست‌وجو و پس از غربالگری بر اساس معیارهای ورود و خروج، تحلیل شدند. فرایند تحلیل مضمون با استخراج مفاهیم اولیه، کدگذاری، تجمیع کدهای مشابه، تشکیل مضامین پایه و فرعی و در نهایت سازمان‌دهی آنها در قالب مضامین اصلی انجام گرفت. نتایج تحلیل مضمون نشان داد که آمادگی سازمان‌های بهداشتی دولتی برای پذیرش سیستم‌های تصمیم‌گیری مبتنی بر هوش مصنوعی بر تعامل سه بعد اصلی حکمرانی، کیفیت و حکمرانی داده و نیروی انسانی استوار است. در بعد حکمرانی، چارچوب نظارتی شفاف، سازوکارهای نظارت و پاسخگویی، مسئولیت‌پذیری، سیاست‌های اخلاقی و انطباق با قوانین ملی و بین‌المللی شناسایی شدند. در بعد کیفیت و حکمرانی داده، یکپارچگی داده‌ها، دسترس‌پذیری کنترل‌شده، امنیت و حریم خصوصی، محرمانگی داده‌های سلامت، استانداردهای تضمین‌شده، تضمین کیفیت، مهارت‌های فنی و رهبری تحول دیجیتال برجسته بودند. همچنین، بعد نیروی انسانی شامل مهارت‌های فنی تخصصی، دانش و نگرش مثبت نسبت به اشتراک‌گذاری داده، راهبردهای سرمایه‌گذاری، برنامه‌های توانمندسازی، سرمایه انسانی برخوردار از سواد داده و بهره‌وری مؤثر فناوری بود. پذیرش موفق سیستم‌های تصمیم‌گیری مبتنی بر هوش مصنوعی در سازمان‌های بهداشتی دولتی صرفاً به برخورداری از زیرساخت فناوری وابسته نیست، بلکه مستلزم توسعه هم‌زمان ظرفیت‌های نهادی و حکمرانی، زیرساخت و کیفیت داده و شایستگی‌های انسانی است. چارچوب حاصل می‌تواند مبنایی برای ارزیابی سطح آمادگی سازمانی، شناسایی شکاف‌های موجود و اولویت‌بندی اقدامات مدیریتی و سیاستی پیش از پیاده‌سازی سامانه‌های هوشمند در نظام سلامت باشد.
