طراحی مدل پارادایمی نظارت هوشمند منابع انسانی در جهاد کشاورزی: پژوهشی کیفی مبتنی بر نظریه دادهبنیاد

هدف پژوهش حاضر، طراحی مدل پارادایمی نظارت هوشمند منابع انسانی در جهاد کشاورزی و تبیین شرایط علّی، پدیده محوری، شرایط زمینهای و مداخلهگر، راهبردها و پیامدهای مرتبط با آن بود. پژوهش حاضر از نظر هدف کاربردی و از نظر ماهیت، کیفی ـ اکتشافی بود و با رویکرد نظریه دادهبنیاد انجام شد. جامعه پژوهش شامل استادان دانشگاه در حوزه هوشمندسازی و مدیریت منابع انسانی و مدیران ارشد وزارت جهاد کشاورزی بود. مشارکتکنندگان با استفاده از نمونهگیری هدفمند، نظری و گلولهبرفی انتخاب شدند و فرایند نمونهگیری تا دستیابی به اشباع نظری ادامه یافت؛ در نهایت، 12 نفر در پژوهش مشارکت کردند. دادهها از طریق مصاحبههای عمیق و نیمهساختاریافته گردآوری و با استفاده از کدگذاری باز، محوری و انتخابی تحلیل شدند. برای افزایش اعتبار دادهها از سهسوسازی، بازبینی خبرگان، مقایسه مستمر کدها و مستندسازی فرایند تحلیل استفاده شد. تحلیل دادهها نشان داد که مدل نظارت هوشمند منابع انسانی در قالب شش بعد پارادایمی سازمان مییابد. شرایط علّی شامل نیازهای سازمانی، چالشهای فناورانه و کمبودهای منابع انسانی بود. پدیده محوری از فرآیندهای نظارتی، سیستمهای اندازهگیری و قابلیتهای هوشمند تشکیل شد. عوامل سازمانی، فنی و قانونی بهعنوان شرایط زمینهای و عوامل خارجی، بحرانی و انسانی بهعنوان شرایط مداخلهگر شناسایی شدند. راهبردهای مدل در سه حوزه پیادهسازی، بهبود و توسعه قرار گرفتند و پیامدها نیز در سه سطح عملکردی، انسانی و سازمانی تبیین شدند. یافتهها نشان دادند که استقرار موفق نظارت هوشمند مستلزم تلفیق زیرساختهای دادهای و فناورانه با حمایت مدیریتی، مشارکت کارکنان، آموزش مستمر، عدالت نظارتی، حفاظت از حریم خصوصی و مدیریت تغییر است و میتواند به افزایش کارایی، شفافیت، کیفیت تصمیمگیری، رضایت شغلی، اعتماد سازمانی، پاسخگویی و بلوغ سازمانی منجر شود. نظارت هوشمند منابع انسانی در جهاد کشاورزی باید بهعنوان یک نظام مدیریتی چندبعدی، دادهمحور، توسعهگرا و اخلاقمدار در نظر گرفته شود و اجرای اثربخش آن مستلزم ایجاد تعادل میان فناوری و انسان، کنترل و توسعه، کارایی و عدالت، و نظارت و اعتماد است.
