Designing a Paradigmatic Model of Smart Human Resource Monitoring in the Ministry of Agriculture Jihad: A Qualitative Study Based on Grounded Theory

This study aimed to develop a paradigmatic model of smart human resource monitoring in the Ministry of Agriculture Jihad and to explain its causal conditions, central phenomenon, contextual and intervening conditions, strategies, and consequences. This applied, exploratory qualitative study was conducted using a grounded theory approach. The study population comprised university academics specializing in smart technologies and human resource management as well as senior managers of the Ministry of Agriculture Jihad. Participants were recruited through purposive, theoretical, and snowball sampling, and sampling continued until theoretical saturation was achieved, resulting in 12 expert participants. Data were collected through in-depth semi-structured interviews and analyzed using open, axial, and selective coding. Data credibility and dependability were strengthened through triangulation, expert review, constant comparison of codes, repeated examination of interview transcripts, and systematic documentation of the analytical process. The analysis indicated that smart human resource monitoring can be conceptualized through six interrelated paradigmatic dimensions. Causal conditions comprised organizational needs, technological challenges, and human resource deficiencies, while the central phenomenon encompassed monitoring processes, measurement systems, and intelligent capabilities. Organizational, technical, and legal factors emerged as contextual conditions, whereas external, critical, and human factors functioned as intervening conditions. The identified strategies were categorized into implementation, improvement, and development strategies, and the consequences were classified as performance-related, human, and organizational outcomes. Successful implementation was found to depend on integrating technological and data infrastructures with managerial support, employee participation, continuous training, monitoring fairness, privacy protection, and effective change management. Such integration was associated with enhanced efficiency, transparency, decision-making quality, employee satisfaction, organizational trust, accountability, and organizational maturity. Smart human resource monitoring should be regarded as a multidimensional, data-driven, developmental, and ethically grounded management system whose effectiveness depends on balancing technology with human considerations, control with development, efficiency with fairness, and monitoring with organizational trust.
